Windy City RE LLC said it plans to convert two adjacent South Loop buildings into apartments and retail space. A venture led by the Chicago-based developer paid $3.3 million for the buildings at 2001 S. State St. and 2000 S. Wabash Ave., property records show. The firm has a $3.8 million loan from Hinsdale Bank & Trust Co. to finance the project, said Windy City Principal Milan Rubenstein. In the four-story building on State Street, the company will build out 22 rental units and 14,500 square feet of retail space. On Wabash, it plans three apartments and 6,000 square feet of retail space.
